Background to the Role:
A Local Authority in London is seeking an experienced Project Manager for a key role managing a Heat Network project aimed at connecting schools and a leisure centre to an existing heat network. The project involves applying for 22m in grant funding from the Public Sector Decarbonisation Scheme (PSDS Phase 4), with the goal of retrofitting buildings to run on this network. The role will coordinate across various departments and with external partners, ensuring governance, authorisations, and agreements are in place to successfully secure and manage the funding.

Key Responsibilities:

1. Project Management for PSDS Phase 4:

  • Lead across council departments and with Energetik to liaise with funding and delivery partners.
  • Write reports and fulfil PSDS and council governance requirements.
  • Engage with stakeholders throughout the project.
  • Manage project milestones and deadlines.
  • Attend and lead project and programme meetings, reporting to senior management and boards.
  • Maintain accurate meeting notes, actions, and timelines.

2. Manage Council Processes for Heat Network Transition:

  • Write governance and decision-making reports.
  • Oversee grant funding drawdowns, payments, purchase orders, and invoices.
  • Effectively manage project budgets and prioritisation.
  • Communicate with elected members and stakeholders, addressing any inquiries or concerns.
  • Ensure adherence to council practices and policies.

3. Contract and Procurement Management:

  • Review and provide feedback on contractor, designer, and supplier documents.
  • Monitor performance of Energetik and other contractors.
  • Provide general technical support, addressing any project delays.

4. Manage Project Management Processes:

  • Track project timelines and key milestones using project management tools.
  • Report data to funders and ensure effective communication across various audiences.

5. Support Additional Projects:

  • Coordinate with Energetik and the council on additional heat network-related initiatives.
  • Participate in risk reviews, grant funding applications, and reporting to senior management and councillors.

6. Desired Expertise (Optional):

  • Experience with heat networks, sustainable infrastructure, and retrofit management.
  • Knowledge of heating systems and the retrofit process in buildings.
  • Participation in local and national heat network forums and conferences.
  • Familiarity with new and emerging technologies for climate change goals.
  • Ability to manage geographical information systems (GIS) where relevant.

Working Arrangements:

  • Hybrid working model with a minimum of one day per week in the office (Civic Centre), and the rest flexible for remote work.
  • Part-time options (minimum 3 days per week) are available.

Qualifications/Experience:

  • Degree in built environment design, engineering, sustainability, environment, surveying, or project management.
  • Strong project or programme management experience.
