Working Arrangement: Remote Working with rotational committee attendance in person Hourly Rate: £55 per hour umbrella

Venn Group’s specialist public sector legal team is working with a Local Authority in the South East of England seeking an experienced Locum Planning Lawyer to join their team on a locum basis. This is a fantastic opportunity to contribute to a high-profile legal department and handle a broad range of complex planning law matters.

Key Responsibilities:

Section 106 Agreements & Compliance:

  • Oversee the negotiation, implementation, and enforcement of Section 106 agreements for both urban and rural high-value developments.
  • Ensure compliance with legal obligations and provide robust legal oversight throughout the process.

Applications to the Secretary of State:

  • Draft and prepare comprehensive applications to the Secretary of State, showcasing a deep understanding of regulatory requirements and legal frameworks.
  • Address complex planning enforcement issues effectively.

Judicial Review & Legal Research:

  • Conduct in-depth legal research and analysis to support Judicial Reviews related to planning and development projects.
  • Provide strategic legal advice and representation to protect the authority's position.

Planning Enforcement:

  • Offer expert legal support on planning enforcement matters.
  • Prepare and review enforcement notices, injunctions, and legal actions to ensure compliance and address breaches effectively.

Committee & Legal Advisory Support:

  • Attend committee meetings to offer legal expertise on planning, enforcement, and Section 106 matters.
  • Provide guidance to contribute to legally sound decision-making processes.

Strategic Legal Support:

  • Deliver clear, well-reasoned legal advice to senior officers and elected members on complex planning and Section 106 issues.
  • Align advice with relevant legislation, policy frameworks, and best practices to mitigate risks and support strategic objectives.

Ideal Candidate:

  • A qualified Solicitor, Barrister, or Chartered Legal Executive (CILEx) with strong expertise in planning law.
  • Proven experience handling Section 106 agreements, judicial reviews, and complex planning matters.
  • Excellent legal research and drafting skills, with experience preparing applications and providing strategic advice.
  • Strong ability to provide clear and concise legal advice to senior stakeholders.
