The Role

Our Client is seeking an experienced Senior Project Manager to lead and deliver a portfolio of major capital investment projects, ensuring the council's housing stock is improved to high-quality standards while adhering to budgets, timetables, and compliance requirements. Managing a team of project managers and consultants, you will oversee the successful delivery of projects within the housing capital investment programme, valued at up to £20 million per annum.

Key Responsibilities:

  • Project Management & Delivery:Lead and manage the delivery of housing capital investment projects, ensuring compliance with contract conditions, statutory regulations, and council governance. Ensure projects are delivered on time, within budget, and to the highest standards.

  • Team Leadership & Development:Recruit, lead, and manage a team of project managers and consultants. Provide effective leadership, motivation, and development to ensure the team performs to a high standard in delivering the capital programme.

  • Performance Monitoring & Reporting:Monitor project performance using Key Performance Indicators (KPIs) and financial data. Provide regular and ad hoc reports for the Asset Management team, senior managers, and relevant boards, ensuring informed decision-making.

  • Resident Engagement:Lead the development and execution of resident engagement and communication plans, achieving high levels of resident satisfaction. Attend resident meetings and liaise with individuals to ensure transparency and effective communication.

  • Compliance & Governance:Ensure all projects adhere to regulatory, statutory, and council governance requirements. Maintain accurate and comprehensive project documentation, budgets, and cash flow forecasts.

  • Collaboration & Stakeholder Management:Work collaboratively with internal teams, members, and external stakeholders to align project goals with council objectives and resident needs. Represent the council's and residents' interests effectively.

  • Complaint & Inquiry Resolution:Handle and resolve member inquiries, complaints, Ombudsman cases, and tenant/leaseholder requests. Ensure Freedom of Information (FOI) and Data Protection Act compliance.

  • Leaseholder Consultation:Manage leaseholder consultation processes, including the preparation of detailed Section 20 notices, ensuring compliance with all relevant legislation.

  • Contract Management & Procurement:Lead on procurement and manage contracts for works and services within the housing capital programme. Ensure robust contract management frameworks are in place and resolve any disputes effectively while maintaining value for money.

The Candidate

The ideal candidate will be a results-driven professional with a strong background in project management and leadership, particularly in housing capital investment projects.

Essential Skills and Experience:

  • Relevant professional qualification or degree in a related field.
  • Extensive experience in managing large-scale capital investment programmes, with a track record of delivering high-quality outcomes.
  • Proven leadership and team management skills, with the ability to motivate and develop multidisciplinary teams.
  • Strong knowledge of statutory and regulatory requirements, including leaseholder legislation and Section 20 processes.
  • Proficiency in budget management, financial forecasting, and performance reporting.
  • Exceptional communication, negotiation, and stakeholder management skills.
  • Experience in resolving complaints, member inquiries, and contractual disputes.
  • Strong understanding of procurement, contract management, and governance frameworks.
