It is an exciting time to join the Enforcement Conduct Board (ECB), which is a newly created organisation established to provide independent oversight of enforcement agents (formerly known as bailiffs) and the enforcement industry.

The ECB was formally launched in November 2022. Our mission is to ensure that all those who are subject to enforcement action in England and Wales are treated fairly.

Description

Policy Manager

Role:

The ECB, which operates independently of both the industry and the Government, has a mandate to ensure fair treatment and appropriate protection for people subject to action by enforcement agents.

This role brings together the ECB's policy and research work under one role with responsibility for delivering the ECB's future policy and research programme.

The role will involve:

  • Leading policy development in key areas, including on new industry standards on vulnerability and ability to pay, informed by best practice in other sectors and research.
  • Leading the implementation of the ECB's new standards for industry, working with industry and debt advice to develop and refine how the standards work in practice
  • Building credible relationships with policy experts across relevant sectors and relationships with other stakeholder organisations within the enforcement and debt advice sectors to inform policy development
  • Building a feedback-based model for policy development, prioritising understanding how policy is being implemented on the ground and constantly adapting the ECB's work to ensure it is delivering its mission
  • Developing and leading the ECB's programme of research including designing projects, procuring partners and managing contracts to deliver credible research that informs the ECB's work

Profile

Policy Manager

Essential Skills and experience:

  • Experience designing and implementing successful policies on a sector-wide scale
  • Experience developing and maintaining stakeholder networks and leveraging them to ensure successful policy delivery
  • Excellent written and oral communication skills, including being able to condense significant amounts of complex information into short, simple explanations
  • Ability to scope, design and manage research projects
  • Confident analysing data and using this to inform policy development

Job Offer

Policy Manager

Salary: £55,000-£65,000 (depending on skills and experience)

Remote position with travel within the UK c. 2-4 days per month

Benefits

Annual leave entitlement of 25 days in addition to statutory bank holidays, increasing by one day for each full year of employment, up to a maximum of 30 days.

A defined contribution pension scheme (with an employer's contribution of 1.5 times the employee contribution) and a forward-thinking set of family policies (covering enhanced maternity, adoption, partner and parental leave)
