About the Role
As a Development Manager, you will be instrumental in Hammersmith & Fulhams Regeneration, Development, and Asset Management service. This team plays a pivotal role in delivering the councils vision for new homes and essential community infrastructure. The focus of this role is on pre-contract development, particularly on setting up project frameworks and detailed designs, from RIBA stages 1-3.
You will manage a portfolio of pre-contract development projects valued between £10m and £140m, overseeing each stage up to construction. This includes strategic planning, consultant management, and ensuring all preparatory work aligns with council objectives and statutory requirements.
Key Responsibilities
Lead and manage pre-contract phases of council development projects, primarily focusing on RIBA stages 1-3.
Develop project frameworks and manage feasibility studies, early-stage planning, and detailed design coordination.
Drive project strategies, identifying innovative and sustainable solutions to meet council priorities and housing needs.
Engage with procurement teams to select and onboard consultants and contractors, ensuring all parties align with council goals.
Ensure effective collaboration with key departments, including Planning, Legal, and Finance, to align all project efforts with council objectives and statutory obligations.
Conduct risk assessments and provide insights for budget allocations, procurement strategies, and resource management.
Work closely with community engagement teams to ensure resident perspectives are integrated into project planning and design.
About You
The ideal candidate will have a robust background in pre-contract project management, particularly in regeneration or large-scale development. You will be a proactive and detail-oriented professional with strong strategic thinking and team leadership skills, adept at managing multi-disciplinary teams to meet high standards.
Essential Qualifications
A relevant degree in construction, development, or regeneration, or substantial experience (minimum of 3 years).
Desirable Qualifications
Membership of a professional body such as RICS or CIOB.
Skills and Experience
Demonstrated experience in managing large-scale, pre-contract mixed-use development projects.
Expertise in project planning and a successful track record in pre-contract delivery.
Excellent negotiation and stakeholder management skills.
Strong understanding of public sector procurement processes.
