Job Purpose
• To work with our internal and external stakeholders to ensure queries are dealt with efficiently and effectively. Providing advice and guidance to the processes and escalating when needed to the correct point of contact in the team
• To work within a defined procurement and financial control framework to ensure controls are in place and adhered to, in support of all procurement related processes
• To check new supplier addition requests to ensure compliance and accuracy and process the addition of these to our systems
• To support and / or lead procurement projects (tendering for goods works and services) and assist the Commercial Specialists in the completion of Council sourcing strategies
• Ensuring goods, services, works are purchased in accordance with contract regulations and Procurement code
• To become our specialist in the administration and use of our various Procurement Systems and support including setting up new users and developing Training with the senior team
Description of duties
• Collaborate effectively with colleagues within the Strategic Procurement team to deliver a cost effective, seamless service to customers• Staying in touch with our stakeholders to facilitate a seamless service and to foster good working relationships and confidence in the procurement service• Support the delivery of the Commissioning and Procurement Strategy, objectives and agreed work plans• Work closely with Finance colleagues with regarding processing of supplier set up requests• To provide excellent support for financial system modules including Supplier Master record maintenance• To support contract management processes including catalogue maintenance, contract register and contract management system• To provide information for contract spend and other management reports, as and when required• Identification of problem areas, providing analysis and suggestions on issue resolution• To provide procurement advice and support to officers in support of their roles in the delivery of high-class service to residents and service users whilst recommending sources of supply/savings opportunities via the uptake of national, regional and local contracts• Operational and procedural advice to customers on quotations, tendering and all such requirements of contract regulations and Procurement code• To understand the procurement processes and system in connections with finance functions and systems• To be a main point of contact between procurement systems providers and services• To manage and maintain our Procurement transparency reporting• To ensure the Procurement systems is in full compliance with GDPR (General Data Protection Regulation)• Carry out duties with due regard to the Customer Care, Equal Opportunities, Information Governance, GDPR and Health and Safety policies and procedures• Undertake any other duties commensurate with the general level of responsibility of this post
