We are seeking Quantity Surveyors with experience in NEC contract administration, pre-contract procurement, and post-contract commercial management. Candidates should be able to evaluate tenders, navigate procurement legislation, and manage large-scale infrastructure/civil works projects. Highways and airports experience would be required for this position. This role is full-time between London and Heathrow and the position falls inside IR35.


Key Competencies:

The primary responsibility of this role is to manage procurement, contract negotiations, and post-contract commercial management for Infrastructure/Capital Works programs. The role requires collaboration with key stakeholders to develop, execute, and manage both short- and long-term commercial agreements that maximize value, manage risk, and ensure project benefits are delivered.


Key Accountabilities:


路Lead strategic sourcing activities for high-value, complex projects.
路Implement a robust commercial management process to maximize contract benefits, focusing on safety and collaboration with supply chains and stakeholders.
路Engage with the external market on procurement/commercial matters (e.g., new models, market shifts).
路Oversee supplier management, claims management, cost savings, and continuous improvement.
路Collaborate with stakeholders and project managers to drive supplier performance and ensure compliance with regulations while adopting commercially sensible approaches.
路Work with project controls and estimating teams to ensure a comprehensive and accurate commercial position is maintained.
The role also requires flexibility to undertake other duties within the procurement function, including potential transfers between categories.


Experience, Skills & Qualifications:


路Professional qualifications (e.g., MRICS, APM, CEng, CIPS) or the ability to demonstrate equivalent capability.
路At least 2 years of post-qualification experience in construction or professional services in a commercial role.
路Experience with a variety of procurement and contracting models, including NEC.
路Proven experience in large infrastructure programs working alongside project managers, planners, risk managers, and project controls.
路Experience with integrated project teams and supplier partnering organizations.

Additional Competencies for Commercial and Contract Management Roles:


This role supports procurement, contract assurance, and post-contract management across a range of sub-programs within Infrastructure and Capital Works. Key activities include managing procurement strategies, driving cost savings, risk mitigation, and enhancing Airport operations.

路Research and develop innovative procurement strategies, presenting ideas to senior stakeholders.
路Support large, complex procurement projects that align with broader business strategies.
路Challenge business plans to ensure commercial opportunities are maximized and risks mitigated.
路Collaborate with various procurement teams (infrastructure, technology, etc.) to ensure synergy and best practices.
路Maintain strong relationships with legal and other internal departments for centralized contract amendments.
路Proactively engage stakeholders to align procurement and business strategies.


Experience, Skills & Qualifications:


路Working toward or holding professional qualifications (e.g., MRICS, CIPS, APM, CEng).
路Graduate-level education in commercial or legal fields, or equivalent experience in procurement/legal roles.
路Experience or interest in NEC-based contracting and various reimbursement models.
路Experience or interest in delivering projects within budgetary constraints and working in a matrix organization.
路Evidence of or commitment to continuous professional development and improvement.
