Morgan Hunt are working with a Healthcare Regulatory Body in their search for a permanent Operational Manager (Investigations) to lead, motivate and provide strategic and operational direction to the Investigations teams.
Through the effective leadership and management of people, external stakeholders and resources - you will develop and sustain a high-performing team that consistently delivers its work in line with quality, timeliness and customer service objectives. You will be responsible for ensuring successful operational governance structures are in place and that workflow is planned effectively (through changing priorities), while managing a number of team managers (ensuring the team have the skills and capabilities required to deliver high quality service outputs).
By working as part of the management team, you will work constructively and collaboratively to deliver agreed departmental strategies and objectives, while reporting on business and operational performance and objectives. You will lead on the design and delivery of improvement and developmental activities for your own function, actively engaging with others to develop and embed robust and effective change.
The successful candidates will have experience providing operational management, strategic direction and driving change (within the Regulatory, Membership or Public Sector), while being held account with senior responsibilities. You will have the ability to work collaboratively to develop and deliver work in line with organisational priorities, with an ability to engage others in change and building consensus to deliver improvement projects in challenging circumstances.
You will have experience managing team managers (with indirect reports), ensuring the timely and effective delivery of investigations and case management. You will have experience scrutinising regulatory decisions and case progression and outcomes, with the ability to manage high-risk, high-profile and complex cases.
Job Title: Operational Manager (Investigations)

Key Responsibilities
- Support the Head of Case Progression and Quality to promote a culture of continuous improvement
- Work collaboratively with other Operational Managers and colleagues to deliver the department's strategic objectives and priorities
- Analyse management information and other qualitative data to identify emerging issues and risks, taking a proactive and collaborative approach to solving cross-functional operational issues
- Use agile ways of working to anticipate and respond to developments in the regulatory landscape and be proactive in identifying and making a case for appropriate improvements to meet challenges head on.
- Lead a multi-disciplinary team of case managers and lawyers undertaking different streams of case investigation to ensure the right regulatory outcome to protect the public is reached on cases efficiently, consistently and fairly
- Review and develop systems for ensuring regulatory decisions are robust, proportionate, consistent and fulfil the organisations public protection objectives, especially in high risk areas
- Ensure risk is managed through the undertaking of appropriate controls and checks at all stages of the process. Ensure the team operates, at all times, in compliance with the legislation, policies, processes and guidance that govern the work of the team
- Plan and determine the workload of the Investigations teams, ensuring effective use of available resources to meet business needs and identification of future resource requirements
- Be responsible for the efficient and effective investigation of serious fitness to practise cases, which includes Interim Order cases, and be accountable for the quality and timeliness of case progression, risk assessments and recommendations made by the team
- Monitor and lead the performance of the team by ensuring sufficient support, guidance and direction is provided and that human resource issues and any poor performance is managed quickly and effectively
- Ensure that the team is sufficiently resilient to adapt effectively to changing priorities and direction and to absorb the introduction of new process and procedures
Person Specification
- Experience of working within healthcare, professional regulation or other regulatory environments
- Experience of managing teams in delivering time and quality critical business processes
- Experience of leading legal teams, instructing lawyers and directing the progression of cases in line with legislation and complex procedures and processes
- Excellent influencing and interpersonal skills and ability to engage effectively with different audiences
- A high level of written English and verbal communication skills, including the ability to communicate professionally with internal and external stakeholders from all background
- Ability to work collaboratively with others and foster excellent working relationships with colleagues to develop and deliver work in line with organisational priorities
- Ability to engage others in change, building consensus to deliver improvement projects in challenging circumstances
- Experience in balancing resource needs with operational delivery performance and service quality
