Head of Programme Controls required to support the delivery of a major rail infrastructure programme in London.

The Head of Programme Controls will be accountable at the point of delivery for the integrated Programme Management Office (PMO) service offering into a Portfolio Led business. The role supports between 6-10 portfolios and their associated Directors in delivering successful project outcomes.

The role applies the processes and methods defined by the Head of Programme Controls Standards, and the reporting, governance and tools defined by the Head of Project Governance and Reporting. It leads a wide multi-disciplinary matrixed team deployed through a small number of direct reports, aligning the skills of the team to the specific portfolio needs, taking in to account the contractual and technical needs of each project, balancing that against their portfolio, and the wider requirements.



Key Responsibilities:

  • Leadership and management of between 6-10 portfolios delivering high-value, high-risk, and complex capital delivery projects.
  • Providing oversight and first-level assurance of portfolio performance in line with governance, standards, and project reporting requirements.
  • Aligning specialist PMO resources to meet portfolio characteristics and needs, optimising resource allocation for effective service delivery.
  • Implementing upskilling, succession, and development plans for staff within the matrixed team and wider PMO.
  • Managing key stakeholder relationships up to Board level and providing direction on all PMO functionalities.
  • Managing identified budgets, including cost plans and cost recovery plans.
  • Planning and implementing interface management solutions.
  • Delivering portfolio strategies and PMO improvements, including the Capital Efficiency Plan.


Job Requirements:

  • Extensive knowledge of project controls, with an emphasis on Performance Analysis & Reporting across the asset lifecycle.
  • Experience of working on major rail infrastructure programmes
  • Expertise in at least one technical discipline within the Project Controls role family and its integration within a high-functioning delivery environment.
  • Experience in delivering projects within complex operating environments in the transport, utilities, or relevant sectors.
  • Extensive knowledge of PPM Process, Systems, and Tools application.
  • Expertise in people management and development practices, including capability assessment tools and methodologies.
  • Awareness of operating effectively in complex employee relations environments, involving political and media stakeholders, as well as Board level interactions.
  • Membership of a professional body and a degree or equivalent qualification/experience.
