To plan and monitor budgets, spend, cash flow forecasts and contract compliance as necessary to meet financial regulations and delegated authorities and relevant policy and procedures.

Client Details

I am working on behalf of a social housing landlord who manage just under 9,000 properties in Greater Manchester. Their values are placed at the heart of their community, striving to deliver an excellent service to their customers.

Description

  • Manage timely internal capital expenditure planning, ensuring proposals, budgets, and cash flows meet financial and regulatory standards.
  • Maintain clear and compliant records and documentation, meeting all funding and consent requirements for projects.
  • Lead all project phases from initial planning to delivery, including:
    • Developing clear project timelines, scopes, and specifications.
    • Engaging consultants with precise briefs and selecting procurement routes as per policies.
    • Overseeing tender production, evaluation, and contractor appointment in compliance with policy.
    • Ensuring adherence to CDM requirements and effective communication with Compliance.
    • Managing stakeholder relationships, including statutory bodies and tenant consultations.
  • Administer project contracts and records, conduct progress meetings, and maintain financial reporting and cash flow monitoring.
  • Provide accurate, timely monthly and ad-hoc project reports on progress, KPIs, and financial performance.
  • Uphold project health and safety standards and actively seek value improvement across service delivery.
  • Work collaboratively across departments to enhance efficiency, risk management, and compliance.
  • Maintain organised and accessible project records for capital projects.
  • Offer support, guidance, and coverage within the team, updating on progress, and communicating areas for improvement.
  • Adhere to and promote principles of equality, data protection, and health and safety compliance.




Profile

  • Education and Certification: Degree or HNC in Building Surveying/Project Management or equivalent experience. Full driver's license, NEBOSH Diploma or NVQ Level 3 in Occupational Health and Safety, and IOSH Chartered Membership.
  • Experience: Proven track record in capital works project management, specifically in social housing or similar sectors, including OJEU-compliant procurement and tender processes. Skilled in CDM regulations, managing capital programs, and asset management systems.
  • Technical Knowledge: Proficient in managing asset repair and maintenance standards, including safety compliance (gas, fire, asbestos, legionella). Experienced with asbestos registers, performance management, and reporting.
  • Customer Service: Strong communication, empathy, and accountability, demonstrating respect, responsiveness, and understanding of diverse groups' needs.
