Reed Technology are working with a Local Authority in the East Midlands who are urgently seeking a Performance Manager to provide senior-level assistance with intelligence, performance, and analysis services for the Children and Families Department. This role involves managing a team of analysts and delivering high-quality business intelligence, with a focus on statutory returns.

Key Responsibilities:

  • Manage a team of analysts to create childrenā€™s social care intelligence, including Tableau dashboards, statistics, inspection data, statutory returns, performance reports, and Mosaic system analysis.
  • Provide expert support and guidance on performance management for Childrenā€™s Social Care.
  • Deliver a high-quality business intelligence service in line with council policies and values.
  • Communicate business intelligence to senior officers and members.
  • Drive innovation, service transformation, and continuous improvement.
  • Ensure Equality, Diversity, and Human Rights considerations.
  • Promote evidence-based decision-making.
  • Improve business intelligence efficiency through automation.
  • Develop effective working relationships.
  • Lead in delivering business intelligence services for Childrenā€™s Social Care.
  • Prepare datasets and evidence for Ofsted inspections and audits.
  • Implement a self-service approach to reporting.
  • Ensure consistent and robust performance analysis and reporting systems.
  • Provide advice on emerging performance issues.
  • Develop business intelligence systems to support data quality and insight.
  • Monitor key metrics to evaluate service impact.
  • Ensure timely completion of statutory and performance data returns.

Experience Required:

  • Performance management in childrenā€™s social care or related area.
  • Developing performance reporting systems.
  • Handling performance improvement in a political environment.
  • Managing staff on performance and research projects.
  • Successful project management.
  • Producing high-quality reports, statistics, and presentations.
  • Advising on performance and business intelligence issues.
  • Supporting service development and delivery.

Knowledge and Skills:

  • Understanding of local government and social care services.
  • Knowledge of performance management frameworks and statutory data requirements.
  • Specific knowledge of Ofsted inspection frameworks.
  • Proficiency in IT performance systems (e.g., MOSAIC, Tableau, Easymorph, SPSS).
  • Project management techniques.
  • Excellent organisational skills and ability to work under pressure.
  • Strong IT skills, including Excel, Word, PowerPoint, and data visualisation software.
  • Well-developed presentation and communication skills.
  • Skills in data analysis and interpretation.
  • Political awareness and understanding of local structures.
  • Good interpersonal skills and ability to develop networks.
  • Ability to manage and motivate individuals.
  • Problem-solving and negotiation skills.
  • Ability to work in a team and share expertise.
