Our client is seeking a Licensing Officer on an initial 3 Month contract with the possibility of an extension.

Start Date: ASAP

Pay Rate: 35.79 Per Hour PAYE

Location: SM4 5DX

Working Hours: 37 Hours Per Week, 08:30 - 16:30.

Job Purpose:

To professionally carry out massage and special treatment licence inspections, investigate licensing complaints, and take enforcement action under relevant licensing legislation using a stepped approach by the RSP Enforcement policy. This may also include Street Trading, Licensing Act 2003 Alcohol Licences and Pavement licences.

Please note that Special Treatments include, but are not limited to:

  • Tattooing, including micro pigmentation
  • Piercing including ear piercing
  • Treatments such as acupuncture, red vein treatment, wart or skin tag removal by electrolysis, semi-permanent makeup
  • Massage treatments including aromatherapy and reflexology
  • Electrical treatments such as hair removal by electrolysis and galvanic/faradic treatments
  • Nail treatments including manicures and pedicures * Light treatments such as sunbeds, lasers, and intense pulse light treatments
  • Sauna, steam, spa-pools or other bath

To communicate effectively and politely with members of the public and businesses by email, letter, and telephone and advise person.

To inspect businesses to check they meet health and hygiene standards and issue licences within statutory timeframes.

To provide support to the RSP Licensing Lead officer and Licensing Manager with drafting reports including Licensing Hearing reports for Special Treatment Licences.

To update the relevant database as advised by the Licensing Lead Officer and Licensing Manager. You will be based in Morden and at home with the field work located in any of the three partner boroughs, Merton, Richmond and Wandsworth.

Main Duties and Responsibilities:

  • To carry out a range of duties, focusing on the inspection of massage and special treatment establishments in all risk categories, including risk assessment, identifying deficiencies assessing hazards to health and safety and submitting inspection reports.
  • To lead on casework and the processing of highly complex correspondence, ensuring it is effectively and efficiently carried out to identifiable deadlines in a manner that is successful in meeting the Council's targets and objectives.
  • To undertake the full range of enforcement powers, including Improvement and Prohibition Notices, simple cautions and Prosecutions.
  • To collect, use and analyse data to validate interventions and maintain thorough records of actions and decision-making.
  • To deliver a range of services by legislation, codes of practice, corporate policies, local policies and guidance and good professional practice. This includes but is not limited to: inspections, projects, surveys, alternative enforcement activities, publicity, attending meetings, processing applications, visits, investigating complaints and service requests, sampling, monitoring, gathering evidence, informal and formal sampling, carrying out PACE interviews, taking statements and recommending appropriate action to Lead Officer Environmental Health Commercial (LOEHC) and Environmental Health Manager Commercial (EHMC).
  • Establish good working relationships with business owners, complainants, HSE as well as other council officers to achieve the best outcomes for service users.
  • To utilise your expert knowledge of relevant legislation to identify the most appropriate enforcement action to secure compliance with legal requirements. You will also collate and present evidence in court and may be required to present evidence at certain types of licensing committees.
  • To maintain essential records, both paper and electronic, of related licensing work and to carry out any other necessary administrative work as requested by the Licensing Team Manager.
  • To serve summonses and give evidence on behalf of an Authority in Magistrates Court and Crown Court as necessary.

Essential Qualifications and Experience

  • A degree or equivalent qualification in Environmental Health, Licensing, Public Health, or a closely related field.
  • Proven professional experience in licensing enforcement and inspection work, particularly relating to Massage and Special Treatment Licenses.
  • Practical experience applying relevant legislation such as the Licensing Act 2003, Health & Safety at Work Act, and local by-laws.
  • Experience conducting enforcement activities, including issuing notices, conducting PACE interviews, and preparing evidence for court or licensing hearings.


Key Skills and Competencies

  • Strong working knowledge of licensing legislation and regulatory enforcement principles.
  • Ability to conduct risk assessments, identify non-compliance, and recommend or take appropriate enforcement actions.
  • Excellent communication skills - able to interact confidently and professionally with business owners, members of the public, and internal stakeholders.
  • Clear and concise report-writing skills, particularly for inspection reports, licensing hearings, and prosecution files.
  • Proficiency in using licensing and inspection databases and general IT systems.
  • Strong analytical skills and the ability to collect, interpret, and present data effectively.
  • Able to work independently, manage time effectively, and meet statutory and internal deadlines.
  • Confidence in presenting evidence in court or licensing committees when required.
  • Knowledge of safeguarding practices, data protection, and professional ethics in regulatory roles.


Other Requirements

  • Ability to travel between boroughs (Merton, Richmond, and Wandsworth) as part of the role.
  • Willingness to work flexibly and occasionally outside standard office hours if required.
