Regeneration Finance and Performance ManagerLocal Authority NorthumberlandMorpeth BasedHybrid Working Available5 Month Contract (Potential for Extension)Monday to Friday 09:00-17:0037 Hours per week£35ph UmbrellaJob Purpose: Manage the financial and performance monitoring, reporting and compliance associated with the local authorities extensive programme of externally funded regeneration programmes and projects as set out in the Corporate Plan and Economic Strategy.Advise the Head of Service, Executive Director of Regeneration and s151 Officer as appropriate, on the appropriate and required development, maintenance and delivery of relevant policies, procedures, and financial and business processes associated with the corporate Accountable Body function for the local authorityTo directly monitor and manage, on behalf of the Head of Service manage, all service revenue and capital budgets, including those considerable external funding streams secured by the Service itself.Key responsibilities

  • Oversee the Local Authority's Accountable Body function for regeneration and economy projects, including Borderlands Inclusive Growth, European Structural Investment Funds, and other regional funds.
  • Lead the development and implementation of financial management, performance monitoring, and claims submission policies, minimizing risk and optimizing resource usage.
  • Provide expert advice and support for the Borderlands Inclusive Growth Deal and related programmes.
  • Manage and lead a team, ensuring performance objectives are met and professional development is supported.
  • Ensure the integration of financial and monitoring policies within the Economy and Regeneration Service and across other council departments.
  • Collaborate with senior leadership on capital and revenue budget setting and monitoring, including external funding streams.
  • Raise awareness of financial and performance policies within the council, ensuring compliance among officers and elected members.
  • Represent the council in meetings with internal and external stakeholders, advocating for the council's financial management position in regeneration projects.
  • Prepare professional reports for committees to support funding acquisition and handle queries related to regeneration programmes.
  • Oversee responses to audits and legacy regeneration programme questions.
  • Provide expert advice on project budgets and business cases.
  • Foster positive relationships with regional partners to ensure the effective delivery of regeneration projects.
  • Develop and implement training programs related to financial monitoring and compliance.
  • Promote staff development and maintain harmonious employee relations.
  • Manage resources effectively to meet service objectives and ensure continuous service improvement.
  • Contribute to corporate planning and management processes.
  • Ensure joint working with external agencies to manage the council's regeneration projects and programmes.
