About Us: Join the dedicated team at Council, where you are committed to serving the community with integrity and excellence. We are looking for a skilled and motivated Finance Manager / Responsible Financial Officer to ensure the effective financial control and management of the Council's precept and budgets.

Key Responsibilities:

  • Financial Management: Oversee all financial aspects of the Council's income and expenditure, including the Oakwood Centre, venues, and Woodford Park Leisure Centre business activities.
  • Administration: Manage changes to financial procedures, ensuring compliance with legislation and best practices.
  • Human Resources and Payroll: Ensure accurate payroll processing, maintain records, and resolve pay issues.
  • Governance and Risk Management: Ensure effective governance and risk management at all times.
  • VAT and Petty Cash: Process quarterly VAT returns and maintain accurate petty cash records.
  • Bank Accounts and Investments: Manage cash flow, bank reconciliations, and investments.
  • Council/Committee Meetings: Provide financial information for agendas and attend meetings as required.
  • Accounts Management: Ensure accurate month-end and year-end accounts, including audits and budget setting.

Qualifications and Skills:

  • Proven experience in financial management, preferably within a public sector or SME 
  • Strong knowledge of financial regulations and accounting principles.
  • Proficiency in accounting software (experience with Omega is a plus).
  • Excellent organizational and communication skills.
  • Ability to work independently and as part of a team.
  • Attention to detail and a high level of accuracy.
