Job Purpose:
To provide HR support to the Town Council
Scope:
To provide comprehensive HR advice, guidance, and support to all Redruth Town Council employees. To deliver effective HR services in areas such as recruitment, employee relations, performance management, and policy development. collaborate closely with Senior Managers, Junior Managers and staff to ensure that HR practices are legally compliant and in line with current local government regulations, organisational strategies, goals and best practices. To conduct risk assessments, promote a culture of safety and best practice.

- To undertake tasks as required to support the Council’s range of events and festivals as directed.
Duties & Responsibilities:
- To be the point of contact for managers and employees in relation to HR matters by providing high quality day-to-day HR support and guidance to the Council, including the implementation and monitoring of procedures relating to training, appraisals, absence and staff leave.
- Advise managers on recruitment and working with Line managers on the selection strategies.
- Coordinate recruitment campaigns, shortlisting of candidates and supporting with interviews.
- Coordinate the appointment process for successful applicants, including induction, onboarding, probation and issuing employment contracts, ensuring the council discharges its legal duties.
- Coordinate return to work, offboarding and exit interviews.
- Use HR information systems and processes, to access, record, and compile data in physical, and digital formats. Using this data to compile reports for Senior Management Team and/or Councillors as appropriate.
- Attend and report at Staffing Committee.
- Facilitate appropriate training for Councillors.
- Support the monthly payroll checking process, consulting with the Responsible Finance Officer to ensure employees are paid correctly and on time every month, and that queries are responded to in a timely manner.
- Deputise for Responsible Finance Officer to ensure monthly payroll is prepared if required.
- Identify and enact training requirements and regularly review and update the Town Council’s Learning and Development Plan.
- To prepare and submit reports on general HR activities.
- Support Line Managers with performance management including appraisals and performance improvement
- Work with the Town Clerk and SLT to ensure the performance appraisal system is consistently linked to the strategic plan and support line managers with on-going associated workplans.
- To recommend new workplace HR initiatives and technological solutions.
- To monitor, review and update HR policies, procedures and the Employee handbook. Providing advice on relevant legislative updates and changes, ensuring that any changes are applied in a fair and consistent manner.
- Develop, implement, and review health and safety policies and procedures in line with current legislation and best practices, and promote awareness.
- To facilitate mediation as appropriate.
- Monitor sickness and absence levels.
- Keeping updated in changes in Employment Law and informing Senior Management and the Staffing Committee.
- Support the Senior Management Team and Staffing Committee with various investigations including grievance and disciplinary.
- Assist in supporting business performance in relation to the organisation’s strategic objectives.
- Co-ordinate and maintain DBS information for all employees, Councillors and volunteers.
- Facilitate the Employee Assistance Programme (EAP).
- Support diversity, equality, and inclusion initiatives across the organisation.
- Support wellbeing initiatives for all employees including Health and Safety
- To ensure that all Data Protection procedures relevant to the Council are followed.
- To act in a polite, professional, and capable manner at all times, as would be expected of an employee of the Town Council.
- To undertake any other duties required by the Council consistent with the level and scope of the post.
