We are seeking a dynamic and experienced HR Operations Manager to lead and manage our HR Operations team. In this pivotal role, you will drive the delivery of our Workforce Strategy, ensuring that both the Council and Schools have the right people with the right skills in the right places.

Key Responsibilities:

  • Lead the HR Operations team to provide expert direction and strategic business partnering for the Council and Schools, ensuring the delivery of key priorities and services.
  • Oversee the operational HR support to schools utilising the HR School's Consultancy service, ensuring high-quality service delivery.
  • Provide strategic HR operational advice to leadership teams within the Council and Schools to align with their strategic priorities.
  • Offer guidance on service redesign, restructuring, and senior recruitment, driving effective organisational change.
  • Lead the development of service workforce plans and operational action plans to address performance and capacity issues.
  • Enhance partnership and joint working arrangements, conducting assessments and audits to improve service delivery and realise financial savings.
  • Lead consultations and negotiations with Trade Unions on HR Operations matters, ensuring effective employee relations.
  • Provide oversight on complex HR cases, ensuring legal compliance and fair management of employee relations.
  • Develop and implement plans for income generation across the HR service, maximising resources and securing savings.

Requirements:

  • Degree-level education or equivalent.
  • MCIPD (Member of Chartered Institute of Personnel and Development).
  • Extensive experience in HR, including strategic and corporate-level work, business partnering, and managing a team of specialists.
  • Strong leadership, communication, negotiation, and analytical skills, with a solid understanding of HR legislation and financial management.
