The Role

Our Client is seeking an experienced Estates Surveyor to lead on the implementation of the Estates Management Strategy. The role focuses on optimising Council-owned assets, increasing revenue, and ensuring effective leasehold and estate management. You will be responsible for negotiations, valuations, due diligence, and property management, working with key stakeholders to maximise property value and income.

Key responsibilities include:

  • Implementing the Council's Estate Management Programme.
  • Managing leasehold agreements and commercial property negotiations.
  • Sourcing Red Book valuations and conducting property analysis.
  • Preparing property reports and financial appraisals for internal stakeholders.
  • Negotiating with landowners, developers, and external consultants to secure optimal terms.
  • Advising on asset enhancement strategies prior to disposal.
  • Ensuring compliance with property legislation and regulatory requirements.
  • Developing strategies for rent recovery and service charge reductions.
  • Conducting market research, valuations, and property appraisals.
  • Assisting with the maintenance of the Council's Asset Register.
  • Undertaking dilapidation surveys and managing legal processes.

The Candidate

The ideal candidate will have:

  • Previous experience in estate management, preferably within a local authority.
  • Strong negotiation skills with experience in leasehold management and asset optimisation.
  • RICS membership (Royal Institution of Chartered Surveyors) or equivalent professional qualification.
  • Knowledge of property legislation, procurement procedures, and regulations.
  • Experience conducting property valuations, market research, and financial appraisals.
  • Strong stakeholder engagement skills with the ability to liaise with agents, developers, and solicitors.

Desirable:

  • Experience in maximising property income and asset sales.
  • Knowledge of dilapidations, insurance, and compliance requirements.
  • Expertise in managing commercial and residential tenancies.
