Cobalt Recruitment are working with a NHS Trust in Hertfordshire to recruit an interim Property Manager, paying £35.00 - £38.00 per hour LTD rate (inside IR35, via umbrella company) depending on experience. This is an initial 6-9 month contract.

The successful candidate will work as part of the Estates Management team and assist with all aspects of management of the property portfolio, including interpretation of Memorandums of Occupation, licences, leases and tenancies. Formulation of tenancy proposals, liaising with Landlords and Tenants, understanding and disseminating service charge information and communicating with solicitors.

You will have/be:

  • Educated to degree level preferably in a property related discipline or substantial experience of working in the public sector.
  • (Ideally) be a Member of the Royal Institute of Chartered Surveyors (MRICS) or equivalent professional organisation.
  • Working knowledge of property valuation, law, rating, town planning, rent review, acquisition, disposal, letting, management, building construction and process.
  • Ability to provide estate management advice in relation to tenancy arrangements, advising tenants as to the various responsibilities, obligations and covenants in accordance with the leases particularly on issues surrounding alienation, alteration and repair.
  • Line management of the Properties Apprentice / Trainee agreeing annual objectives, holding regular appraisals and ensure that training needs are identified and development opportunities are offered as appropriate.
  • Ability to assist in the delivery of the Service and Estate Strategy providing advice and support in all property matters.
  • Effective communicator with the ability to liaise with valuers, agents and landlords to achieve best outcome on operational lease issues.
  • Work with NHS England to ensure the effective management of the primary care estate including working closely with lead commissioners and a range of partners e.g. clinicians, providers of health care services, patients and public to ensure that the development of estates solutions supports the delivery of effective, high quality and efficient patient care.
