About the Role:
We are delighted to be working with a respected District Council in the South Yorkshire to recruit a highly skilled and experienced Finance Manager. This is a key position within the Council's finance team, supporting the Head of Finance & Property in managing the day-to-day financial operations, with a strong focus on delivering comprehensive, high-quality accounting and exchequer services.
The successful candidate will play a crucial role in the preparation and management of the Council's budgets, financial reporting, and compliance with relevant regulations. This role offers a unique opportunity to contribute to the development of multi-year financial plans and to have a significant impact on the financial strategy and operations of the Council.
Key Responsibilities:
- Budget Planning & Monitoring: Lead the coordination and preparation of the annual revenue budget for both the General Fund and Housing Revenue Account (HRA), ensuring accurate financial monitoring and timely reporting to senior management.
- Annual Accounts & Financial Reporting: Oversee the preparation of the Council's final accounts, ensuring the timely and compliant production of the annual statement of accounts.
- Financial Compliance & Controls: Ensure that the Council's financial accounts comply with accounting standards, financial procedures, and relevant legislation, including VAT, as well as internal rules such as Financial Procedure Rules.
- Financial Systems Management: Manage the performance of the Council's financial systems, ensuring they are robust, effective, and up-to-date, and overseeing necessary system upgrades and developments.
- Advisory Support: Provide expert financial advice to senior management, elected members, and other stakeholders, producing reports, briefings, and presentations to support decision-making.
- Grant & Project Financial Management: Lead on the financial management of key grants and projects, providing advice and support to senior management and budget managers to ensure financial efficiency and compliance.
- Audit & Compliance: Build and maintain effective relationships with internal and external auditors, ensuring that audit requirements are met, and recommendations are implemented or addressed.
- Team Leadership & Development: Manage and support the professional development of the finance team, ensuring high levels of performance, motivation, and continuous service improvement.
- Additional Responsibilities: Assist the Head of Finance & Property with the production and development of service and business plans, and deputise when required for the Head of Finance & Property.
About You:
We are looking for a qualified finance professional with strong experience in local government finance or the public sector. You will have a solid understanding of financial reporting, budgeting, and financial compliance, with the ability to lead and support a team. Your strong communication and relationship-building skills will be essential to your success in this role, alongside your ability to manage competing priorities and work to deadlines.
