Elevation Recruitment Group are pleased to be working alongside a leading business focused on the Rail sector. The business is looking for a Purchasing Manager to lead UK operations across 2 locations. You will manage a world class supplier base to drive competitiveness during tenders and project phases & achieve the best Total Cost of Ownership.The Purchasing Manager will manage indirect purchasing non-related to production and guarantee that group purchasing methods, rules, processes and tools are deployed according to the principles of the business. Guarantee the highest standard of Compliance for themselves and the team.Key responsibilitiesManage the Team

  • Define the best suitable organisation in terms of resources
  • Perform appraisals, train, and recruit.
  • Determine governance structure for the department
  • Drive maturity with internal processes & procedure control
  • Build & promote team cohesion

Define and Guarantee Performance

  • Contribute to site performance achievement (Sales, Cash, EBIT, Order Intake)
  • Guarantee supplier performance: VCP, OTD, Quality claim and recovery
  • Guarantee project execution for new developments (on time and budget)
  • Proactively identify opportunities for cost reduction from alternative suppliers & market opportunities

Define and Guarantee Performance

  • Contribute to site performance achievement (Sales, Cash, EBIT, Order Intake)

Manage the Commodities

  • For global commodities, participate in the elaboration of purchasing strategy with Global Commodity managers
  • Rationalize and challenge the supplier panel for each commodity to establish a world class panel
  • Manage supplier relationship management & guarantee the smooth delivery from supplier and avoid material shortages or production disruption
  • Develop contractual relationships (supply framework agreements/SLA’s) with key preferred suppliers

Manage Purchasing of non-product related (NPR) goods and services including CAPEX

  • Ensure all the NPR spend of the site is managed and under control of purchasing
  • Accountable for delivery of cost reduction savings related to NPR categories
  • Manage and monitor major projects or CAPEX7

What we are looking for:

  • CIPS or other Purchasing certification required – must have proof of certification
  • Previous experience leading a team of buyers
  • Technical Purchasing expertise (cost breakdown analysis, purchasing strategy, negotiation)
  • Degree educated in Engineering, Business or Supply Chain an advantage
  • Flexible with Travel throughout UK between sites and occasionally internationally 
  • 10-years Procurement experience
