Wrexham- Compliance Officer (Health & Safety) Location – LL11 1AR 37hours – On going contract - £19.20ph  
  • To work within the Corporate H&S section
  • To provide advice as the sections competent person working alongside managers and supervisors to ensure health, safety and welfare arrangements are in place across the service. This is to ensure the Council’s is compliant with its statutory health and safety responsibilities. The post holder will need to maintain the relevant qualifications and experience to be deemed competent. The role includes providing advice and support on all health and safety related matters applicable to the service they support, undertaking inspections, investigating incidents and other duties related to good practice. This will be delivered via a number of ways including face to face meetings, telephone conversations, electronically or in writing., The post will involve providing timely and specific advice, attending meetings, the development and delivery of training and monitoring the health and safety related activities of the service internal and external to the organisation in order to improve compliance and maintain a safe and healthy business environment.
 Description of Principal Duty or Responsibility:
  • Undertake duties, tasks, and responsibilities relating to objectives allocated and identified in the service health and safety plan and the Departmental Service Plan which operationally implement the Councils priorities.
  • To provide advice and guidance as the sections competent person working alongside managers and supervisors to ensure health, safety and welfare arrangements are in place across the service.
  • Undertake programmed inspections/interventions of activities related to the service under relevant legislation/guidance
  • Attend meetings and committees to provide advice and support to the service and act as competent health and safety person.
  • Keep records of all inspections, incidents, requests for advice and actions related to properties in the County Borough using TASCOMI database to record and monitor activities.
  • Instigate action in relation to incidents (accidents/near misses) reported.  Ensure investigations are conducted and where necessary ensure reporting is followed to comply with RIDDOR. If required ensure that evidence, statements and images are recorded. Follow up any agreed actions to ensure appropriate focus and attention has been given to the incident reported. Provide details of the incident to insurance service if a potential claim is suspected.
  • Provide advice to managers and supervisors on risk assessments and safe methods of working and ensure these are updated and reflect the risks related to the activities of the service.
  • To determine and develop training to the service when required on specific health and safety topics or areas where this has been identified via risk assessment, following incidents or changes in legislation.
  • Act as the liaison officer in relation to the Construction Design and Management Regulations (CDM). This is to ensure the service is compliant with the above regulations in all aspects of the responsibilities and roles.
  • To liaise and consult with the Fire and Rescue Service, Health and Safety Executive, Councillors*, Community Councillors* and other relevant authorities or agencies in respect of health and safety. (* through appropriate communication channels)
  • Participate in projects in partnership with other agencies and colleagues which may cross geographic and organisational boundaries. This will include liaising proactively with customers, stakeholders and colleagues and participating in the development of effective working relationships
  • Participate in, and contribute to, team and service wide initiatives aimed at achieving improvements to the service.
  • Represent the Service at a local, regional and national level as required, including support for and participation in regional collaboration.
  • To undertake any other relevant duties as directed by Head of Department or manager.
