Hays Accountancy and Finance are recruiting and working in partnership with a large public sector organisation for the appointment of a Staff Officer Accountant offering a competitive market-leading salary and public benefits.
We are recruiting for 2x Staff Officer Accountants. They will be in the Department of Health Northern Ireland-Financial Accounting Unit.

Your new role - HSC Pension Scheme Accounts

  • Assisting the DP Accountant with the production of annual HSC Pension Scheme 6-, 11- and 12-month accounts, including dealing with audit queries, presentation of accounts to DARAC and laying the Accounts at the NI Assembly before the summer recess deadline.
  • Liaise with the Government Actuary Department and NICS Pension branch to obtain and provide accurate and up-to-date information for inclusion in the accounts.


Retained Finance Function

  • Management of the Retained Finance Function and line management responsibility for one EO2 member of staff.
  • Ongoing RFF exercises include the completion of the monthly RFF Notice to Staff and review of longstanding credit balances.
  • Review and approval of RFF journals, including for mobile phones, hospitality and the suspense accounts.
  • Approve journals as required.
  • Manage the monthly RFF Notice to Staff.
  • Publish Open Data Report monthly
  • Provide Account NI data to respond to FOIs and AQs when necessary.
  • Assist with audit requests relating to the production of the Departmental Resource Accounts.
  • Assist with the National Fraud Initiative exercise

Cash Management and Cash Forecasting

  • Manage and issue the rotas for the daily HSC cash draw.
  • Liaise with Account NI to process late/urgent fund requests received from ALBs/Trusts as required.
  • Ensure monthly cash forecasting submissions are completed within agreed DoF deadlines, including the reconciliation of forecasts with cash drawdown, bank statements and Parliamentary Grant Letters.
  • Input into the Net Cash Requirement for Estimates.


Whole of Government Accounts

  • Completion of the WGA process for the HSC Pension Scheme, ensuring that the department's operational responsibilities are met within the agreed DoF timeframe
  • Completion of audit queries.
