About Our Client

Bolton Council, a forward-thinking Local Authority is hiring a Corporate Property Service Manager to take charge of managing key service contracts, ensuring service delivery aligns with the Council's policies and standards.

Bolton Council owns or operates over 1,722 land and building assets, with a total owned buildings value of 676 million and land ownership of approximately 2,086 hectares (equivalent to 3,898 football pitches or just over 8 square miles).

Job Description

Success in this role will rely on key stakeholder engagement, client relationship management and understanding the client brief as we evolve into a corporate landlord. Good contract management skills and an understanding of management of the built environment will be integral to the role.

  • Manage and monitor the performance of third-party contracts to ensure service standards are met, managing multiple projects and programmes.
  • Oversee the expiry and negotiation as we approach the end of a PFI contract, engaging with stakeholders, and working with contractors to ensure compliance with contractual terms.
  • Develop and implement risk management and escalation processes, ensuring performance issues are addressed.
  • Manage large budgets across service areas, identifying trends or concerns, producing reports for senior management and elected members on performance of assets and budgets.
  • Foster strong relationships with key stakeholders and partners, such as in house clients, and external partnerships, handling escalated issues and ensuring customer satisfaction.
  • Lead service-wide communications and promote knowledge-sharing across the department.

The Successful Applicant

The successful candidate will have:

  • Experience of delivering property-based services in a commercial setting
  • Professional knowledge and training in relevant field such as Service Management, Estate/Asset Management Surveyor, Valuer, Building Surveyor, Facilities Management or PFI or Programme Manager.
  • Qualification and/or training with RICS, IWFM, CIOB or equivalent would be beneficial but not essential.
  • Experience of procuring services and contractors from recognised frameworks, use of e-procurement systems, tendering and contract evaluation
  • Strong experience in managing large contracts, budgets, and a variety of stakeholders..
  • Proven leadership skills and ability to work independently, manage change, and meet tight deadlines.
  • Excellent communication, risk management, and ICT skills.
