We are currently working with a Local Authority in the South West who are looking to recruit a Head of Housing Technical Service to provide leadership and technical support in regards to the Council’s housing stock.

Job: Head of Client Housing Technical Service

Duration: 6 months

Rate: £500 - £700 per day Inside IR35 

Site presence: On-site 3 days per week, 2 days remote working  

Role

  • As a Head of Service, you will be responsible for assiting with establishing the whole service area from scratch
  • Take lead for a team of asset management and client surveyors
  • You will provide strategic client oversight in respect of the delivery of the Housing repairs, capital investment, and asset management services including data updates through the necessary timely delivery of stock condition surveys

Responsibilities

  • In addition to management skills the successful candidate needs to have experience building a service and its processes from scratch
  • Ensure effective strategic direction and delivery of the objectives of the Housing Technical Service offered to Tenants and Leaseholders
  • Ensure housing property assets are well maintained and that planned works and capital investment are delivered in accordance with the client priorities as defined by the Asset Management Plan
  • Ensure the Operations Team are meeting all necessary compliance needs including Health and Safety, Building regulations, gas safety, asbestos inspections and management, water safety management, fire safety, and electrical and lift inspections
  • Ensure the necessary technical service training plan and personal development needs are reviewed annually to ensure competent and professional staff are employed at all time
  • Ensure that Housing Operations are monitored effectively to complete all necessary inspections & surveys and provide necessary actions in accordance with statutory, and regulatory needs 
  • Research and where appropriate direct external funding opportunities that support improved service and housing technical service objectives
  • Lead, develop and promote a professional culture with all Technical Client Housing staff
  • Ensure work with statutory and voluntary agencies as relevant and to represent Housing Technical Client Service at any case conferences, panels, Policy Committees, Cabinet and CMT meeting

Requirements

  • Senior Head of Service role within a housing organisation preferably within a Local Authority environment
  • Experience of managing complex budgets and the HRA financial regime /BP
  • Knowledge of policy issues in social housing and housing Technical services emerging trends in regulation and compliance
  • Strong organisational and political awareness, drawing on experience of working with elected members and interest groups to build consensus and shape services
  • Significant experience of working with tenant and resident groups and understanding their needs
  • Ability to influence and change behaviour, inspiring others to work toward a vision, through effective relationships building across the Directorate and wider organisation
