Description
Job Purpose:
>To maximise the collection of rent and service charge income for a patch of approximately 1000 secure and non-secure Council tenants.
To ensure that arrears collection methods and debt advice services to tenants are delivered in a sensitive and customer-orientated manner.
>To undertake all aspects of arrears recovery on accounts up to and including legal action; including home visits, giving evidence at court and attendance at evictions.
Key Deliverables:
*
Initiation of arrears recovery action.
*
Negotiating suitable arrears repayment terms with tenants/and or their representatives.
*
Identifying and recommending suitable cases for repossession to the Income Manager.
*
Identifying and recommending cases of suspected housing fraud for referral to the Tenancy audit team.
*
Assessing and monitoring the needs of vulnerable customers, making appropriate referrals to partners such as Social Services, Welfare Benefits, Debt Advice, Housing Benefits etc.
*
Assessing the financial and vulnerable circumstances of new tenants by making appropriate referrals to specialist support service providers and deliver initial advice & support to new tenants to prevent homelessness.
*
Working closely with key partners, including, where appropriate undertaking joint visits to ensure all relevant assistance is provided to tenants in arrears to prevent homelessness.
Experience
*
Customer Contact Experience - Extensive experience of dealing effectively with members of the public face-to face, over the telephone and via correspondence.
*
Income Recovery- Extensive experience of working in an income/debt recovery environment using IT systems and databases, in addition to processes and procedures including welfare benefits and pre-action protocol.
Knowledge and Skills
*
Advanced knowledge of the legal and financial framework within which a social housing income service is provided.
*
Advanced knowledge of the Housing Act 1985 legal requirements in relation to the letting of tenancies and the processes governing the rent accounting of social housing accommodation, garage lettings, and the administrative procedures that support these functions.
*
Advanced knowledge of financial management systems and the budget monitoring process.
