Job Title: Subsidy and Financial Control Manager

Department: Digital and Physical Infrastructure & Customer Services

Purpose of the Role

To maximise subsidy income for the Council and ensure comprehensive procedures are in place to manage subsidy claims and financial control. This involves managing 68M in annual benefits expenditure, with 62M qualifying for government subsidy.



Key Responsibilities

  1. Manage, motivate, and develop the Subsidy and Financial Control Team.
  2. Monitor and prevent subsidy losses, aiming for 100% subsidy return, and prepare reports for senior management.
  3. Ensure reconciliations for Benefits, Non-Domestic Rates (NDR), and Council Tax systems are accurate and timely.
  4. Maintain accurate records for Housing Benefit subsidy claims and ensure timely submissions to the DWP.
  5. Liaise with auditors for subsidy claims and respond to audit qualifications.
  6. Develop team expertise on subsidy processes and financial implications.
  7. Manage budgets associated with the team and monitor subsidy spending.
  8. Keep procedure manuals updated and support service delivery improvements.


General Duties

  • Adhere to Council policies on equality, customer care, and environmental standards.
  • Comply with health and safety regulations.
  • Participate in staff training and development initiatives.
