Our client, a transport operator based in Derbyshire seeks an indirects Category Manager

This role within the procurement team will be aligned with indirect spend and will need to be flexible in other categories of the business where procurement support is required. The main focus will be to support in delivering the Indirect spend category plan and deliver procurement processes across the business. The role will be expected to lead tendering processes, including all aspects of the procurement cycle into developing the contractual relationship and ensure the maximum value is extracted for the benefit of EMR. The role will ensure that excellent procurement governance is applied and the procurement standards are maintained in line with company policies and procedures. 

The role will work closely with a number of key stakeholders across the business, including Finance, IT and the Department For Transport. The role will be expected to lead stakeholder meetings and ensure compliance of policies and regulations through governance within the business.

There will be an opportunity to develop knowledge across a varied number of business functions. This role is focused on supporting the Indirect Category, including (but not limited to);

  • On-board Catering
  • Facilities Management
  • Cleaning
  • Security
  • Staff uniforms
  • Marketing
  • Professional Services
  • Other Business Support categories  

The business is contractually obliged to comply with the Utilities Contract Regulations therefore knowledge of public sector procurement processes is an advantage to this role, but further training will be offered as the regulations are developed for the passenger rail sector.

2.0

Key Accountabilities

2.1

Development of procurement strategies for projects to lead the sourcing and implementation of third-party interactions in line with procurement processes and policies.

2.2

Leading the sourcing activity to identify the right suppliers & delivery partners for client in line with the Procurement Policy and Utilities Contract Regulations 2016

2.3

Creation of contractual agreements with suppliers ensuring they are fit for purpose and deliver commerciality to the business    

2.4

Advise and support stakeholders on the best practice for obtaining best value for money and the highest quality for goods and services required by client

2.5

Management and approval of PO’s through the Financial system to ensure a clear auditable trial and compliance to policies and procedures

2.6

Hold suppliers accountable to support the delivery of their contractual agreements through clear and robust contract management

2.7

Supporting the delivery of Procurement KPIs throughout the National Rail Contract taking appropriate measures to ensure KPIs are met and surpassed.

2.8

Proactively look for opportunities to collaborate on the delivery of the group procurement sourcing strategies to ensure best value from procurement exercises.

2.9

Management and Governance of the contracts database to ensure that contracts remain valid, and any contractual breaches are identified and resolved.

2.10

Support the continuous improvement of the ISO20400 sustainable procurement by capturing sustainability improvements and initiatives within our supply chain

2.12

The above list is not exhaustive, and on occasion, the role may need to undertake other reasonable requests as required by their line manager, in line with grade and competence
