Assistant Payroll ManagerLocation: Gloucestershire Contract: Temporary (3 month initial) Rate: £22 - 25 Per Hour Umbrella Start date: ASAPContact: .ukJob DescriptionService Care Solutions is seeking a dedicated Assistant Payroll Manager to join the Pay & Conditions Team on behalf of a local authority in Gloucestershire. In this vital role, you will be responsible for providing comprehensive payroll services to both the County Council and a variety of external clients. The position requires meticulous attention to detail in processing payroll payments and addressing pay-related queries, all while ensuring compliance and efficiency. As part of the team, you’ll deliver high-quality, cost-effective services and offer guidance on employment terms and conditions. This role is perfect for a payroll professional with extensive end-to-end experience, a strong organisational skillset, and a commitment to delivering excellent customer service in a fast-paced environment.Main responsibilities
  • Deputise for the Payroll and Pensions Service Manager, providing strategic and operational leadership across the payroll function.
  • Ensure accurate, efficient, and compliant payroll and pensions service delivery, meeting statutory requirements and service level agreements (SLAs).
  • Lead on the development and enhancement of payroll systems and processes, including support for SAP Success Factors and legislative updates.
  • Provide expert technical advice and guidance to internal teams and external stakeholders, including HMRC and pension scheme administrators.
  • Support, coach, and performance-manage payroll team managers, fostering a high-performing, customer-focused culture within the service.
Candidate Requirements
  • Proven experience leading payroll teams, including coaching and performance management, ideally within a performance-driven culture and stakeholder-focused environment.
  • Strong technical expertise in payroll legislation and ERP systems, particularly SAP, with hands-on involvement in payroll system implementation and optimisation.
  • CIPP payroll qualification (or equivalent experience) and ability to demonstrate degree-level analytical thinking or equivalent professional qualifications (e.g. NVQ4 or postgraduate management).
  • Comprehensive knowledge of HMRC and pensions regulations, with a strong understanding of how payroll integrates with HR and finance processes in large organisations.
