Adult Social Care Commissioning Manager (Project)

Hybrid Working

£430/day (Inside IR35)

Context:

Reablement services are a key part of the local adult social care provision. The majority of these services are delivered through a block contract, with additional reablement support provided through multiple home care providers via a Homecare Framework. Following a recent Reablement Review, several areas requiring improvement and recommendations for change have been identified. A skilled Commissioning Manager is now required to lead the next phase of service transformation.

Purpose:

The appointed Commissioning Manager will be responsible for ensuring that reablement services are maximising their effectiveness, impact, and quality. Their work will directly contribute to preventing, reducing, and delaying the need for long-term care, improving outcomes for individuals who require reablement support.

Key Responsibilities:

  • Review the findings from the 2023 Reablement Review, identify areas for improvement, and assess the existing draft improvement plan.
  • Undertake further research to assess current performance and gather qualitative and quantitative data to support service redesign.
  • Engage with people who access services, frontline staff, social workers, health professionals, and commissioners to inform the development of a new service model and improvement plan.
  • Review local and national best practices, focusing on models with high-quality outcomes, to inform the redesign of services.
  • Analyse the current delivery and commissioning models, exploring options for a future service model that balances value for money, outcomes, impact, and quality.
  • Develop a set of detailed recommendations and an implementation plan for reablement service improvements to be rolled out in 2025/26.
  • Lead the delivery of both improvement plans in collaboration with senior leadership and key stakeholders.
  • Experience and Skills Required:
  • Substantial experience in adult social care, particularly in reablement or similar services.
  • A solid understanding of strength-based approaches and outcomes-based commissioning.
  • Experience in reviewing services, making recommendations for improvements, and designing new service models.
  • Ability to gather and analyse data (performance metrics, client feedback, financial data) to identify trends and inform decision-making.
  • Skilled in developing and implementing service improvement plans.
  • Strong communication and interpersonal skills, with the ability to build relationships and influence a wide range of stakeholders.
  • Ability to analyse complex situations and make informed, timely decisions.
  • Proven ability to manage improvement projects effectively, ensuring they are delivered on time and within budget.
  • A proactive and solutions-focused approach to continuous improvement.

Working Environment:

The role will follow a hybrid working model, with flexibility offered as long as key deliverables are met. The successful candidate will be required to attend the relevant offices as needed to facilitate the project's progress.
