We are seeking a Procurement Services Manager to provide leadership and direction within the Adult Social Care and Commissioning division. The role involves supervising a team responsible for delivering procurement projects that support the department’s commissioning strategy and transformative change. This is a pivotal role for a senior-level professional with expertise in procurement for adult social care or public health.
Day-to-day of the role:- Lead and direct a team to develop and achieve results in line with the shared purpose of the department.
- Set objectives, agree on outcomes, and manage performance through monitoring outputs and accountability.
- Utilise HR tools for effective people and performance management.
- Encourage creativity, innovation, and autonomy within the team to enable them to do their best work.
- Supervise the work of approximately 5 employees on various employment bases.
- Manage complex, high-value/risk procurement projects and provide technical advice and leadership.
- Ensure procurement project risks and benefits are identified and managed.
- Develop and maintain Procurement Plans for Adult Social Care and Public Health.
- Provide technical advice on procurement regulations and the Provider Selection Regime.
- Liaise with local providers, statutory and voluntary agencies to develop strategies that manage demand and deliver service improvements.
- Foster effective working relationships with internal and external stakeholders to support joint initiatives.
- Senior-level experience in procurement within adult social care, public health, or a related discipline.
- Proven management experience with the ability to set clear priorities and objectives.
- Significant experience with UK public procurement law and project management, including complex, high-risk, and high-value projects.
- Strong analytical skills with the ability to compile and present detailed reports.
- In-depth knowledge of UK public procurement law and regulations.
- Understanding of local government Contract and Financial Procedure Rules or Standing Orders.
- Knowledge of working in a social care or health environment within a multi-agency safeguarding policy and framework.
- Ability to conduct risk assessments and manage risks with appropriate mitigating actions.
