Project Overview :The Humanitarian and Stabilisation Operations Team (HSOT), contracted by Palladium International Ltd, provides the Foreign Commonwealth Development office (FCDO) ) with humanitarian services and the Office for Conflict Mediation and Stabilisation ( OCSM).
The role will be responsible for carrying out due diligence, contracting and onboarding of candidates joining the core team and consultants recruited to the roster. The role will be include working closely with the Recruitment coordinator to advertise vacancies and sourcing of candidates. . The role will have a strong compliance and generalist focus. The role will report to the HR Manager, and work alongside other HR professionals and Roster Manager .

Primary Duties and Responsibilities:

HR and Talent administrative support:

  • Monitor scheduled activities and prepare and issue personnel contracts, contract amendments, and letters as required in a timely and compliant fashion.
  • Responsible for liaising with Procurement and Logistics Coordinator to co-ordinate Known Consignor checks.
  • Keep the HR Information System [RB1] fully updated at all times, maintaining HR records and files in line with GDPR.
  • Ensure all documents are stored in the appropriate system, conducting or supporting internal audits as required.
  • Supporting with advertising roles on various job boards as well as sourcing of applications and scheduling interviews.
  • Attending activity planning meetings across teams as required, and incorporating associated deliverables into HR schedule.
Compliance
  • Carry out Baseline Personnel Security Standard (BPSS) checks for new starters and roster members and subsequently process HMG Security Clearance applications.
  • Update clearances for core staff and consultants on Palladium HSOT project management systems.
  • Updating HEST and Medical Clearances for roster members on Palladium HSOT project management systems.
  • Manage the security clearances inbox & be the main contact point for contractors on security clearance issues. Budget monitoring, processing supplier invoices & update forecasting/accruals processes.
  • Ensure information and risk relating to security clearance is communicated effectively and in a timely manner to all relevant parties.
  • Handling laptop exception for roster members on FXTE contracts.
General
  • Assuring risk management processes are operational across all HR practices in the programme, including conducting meetings, documenting change, and supporting internal audit
  • Monitoring budgets, processing supplier invoices & updating forecasting/accruals processes. Support to payroll compliance as required.
  • Supporting the programme manager update the project manual and other compliance practices as necessary.
  • Contribute to planning and executing transition of the HRs capability to a successor programme, responding in a timely manner to information requests and tasks that ensure successful closure of HEROS 1 and smooth transition.
  • Support with HR data management and transfer during the transition phase, engaging with teams across HSOT to work on the exit plan and undertake other duties as required..


Required Qualifications:

  • Experience working in an administrative capacity in a fast-paced professional environment.
  • Experience of drafting and issuing contracts.
  • Understanding of various contracting modalities
  • Experience of working with HRIS, or CRM systems.
  • Customer facing experience, ability to handle queries and escalate as required.
  • HR experience and qualifications are desirable.
  • Demonstrable attention to detail and accuracy.
  • Organisational skills: planning, managing information, controlling timelines and meeting deadlines.
  • Strong communication and interpersonal skills, and proven experience of building strong working relationships.
  • Proven ability to deal with a varied, demanding, often conflicting and rapidly changing workload.

Common sense and professional work ethic.

The role is a fixed term employment contract for 9-12 months to cover for maternity leave.
