Connect2Luton are excited to recruit a HR Business Manager on behalf of Luton Borough Council.

Main purpose of position:

Responsible to the Service Director (HR) & Monitoring Officer for the provision of high-quality human resources advice to Corporate Directors, Service Directors, other managers, elected members and external stakeholders, supporting and empowering them to deliver the best possible service to the people of Luton.

Direct and manage the HR Operations Team and liaise closely with Business Manager (Strategy) and the Business Manager (Business Support) to improve service provision, increase efficiency and have a structure in place that meets current and future business needs.

Provide a HR business partnering service to senior managers across the HR function and the Council, including the deployment of HR staff to address specific needs which may arise related to work within other departments, either in consultation with the relevant Corporate Directors or by supporting the Service Director (HR) & Monitoring Officer on corporate activity.

Provide a high-level advisory service to managers and Members regarding corporate/complex employment law and employee relations issues including consultation arrangements with the Trades Unions.

As a HR Business Manager,you will be responsible to:

路 Provide high level and expert advice particularly on more complex and sensitive matters across the broad range of human resources, through functional teams

路In providing a Professional Service to managers, customers and elected members, in liaison with other Business Managers, this will include

路Formulate HR business solutions that are fit for purpose and contribute to meeting both Departmental, Service and client needs, and delivering improved services

路Responsible for leading and managing the HR Operations Teams including

路Support the development and implementation of service led HR strategy and policy within the authority

路Provide an interface between both the Strategic and Business Support HR functions with departments and external clients

路As a member of the HR Management Team to advise on the medium- and long-term HR issues and to assist and support the Service Director in the day to day management of the service

路Responsible for leading and managing the Operations service

路Ensure that the Council's commitment to equality of opportunity is evident in all areas of HR activity

Skills and Experience:

  • Substantial experience of managing and delivering high quality human resources services in a large complex organisation
  • In-depth experience of budgetary management and project management
  • Able to communicate and engage effectively with people at all levels within the organisation, building strong working relationships with managers, working co-operatively in partnership with trade unions and staff representatives
  • Demonstrable resilience when dealing with difficult and challenging situations
  • Able to formulate and implement clear vision, leadership and influencing skills to achieve positive performance outcomes at both a team and individual level and leading, motivating and developing others
  • Able to manage staff, budgets and projects to meet targets and achieve positive outcomes
  • Substantial knowledge of the human resources function and a detailed understanding of the employment law and employee relations framework within which it operates
  • Chartered membership of the CIPD
