Were looking for an experienced Portfolio Manager to oversee a wide-ranging, council-wide portfolio of initiatives. This role will enable an ambitious councils plans to improve the customer experience, streamline processes, and set a strong foundation for future service delivery.

About the Role:

As the Portfolio Manager, youll set the framework and standards for managing and delivering a variety of projects and programs across the council. With a primary focus on enabling digitalisation and effective risk management, youll support strategic prioritisation, implement financial controls, and work collaboratively with stakeholders. Youll manage a small team of Programme Managers and Business Analysts, as well as matrix resources across the council, to drive efforts forward.

Job Title: Portfolio Manager
Location: Hybrid role, primarily based in Nottingham with an average of two days per week on-site
Working Hours: 37 hours per week, with flexible working and occasional outside-hours commitments
Salary: £54,392 - £56,527 per annum

Your Responsibilities:

  • Establish and embed project delivery frameworks, including Agile and Waterfall methodologies, to support effective council-wide transformation.
  • Maintain the councils Project Log and report on progress to the Senior Leadership Team (SLT), providing oversight of all project activities.
  • Oversee resource planning, with a focus on digitally enabled projects, and work closely with ICT and service teams to ensure projects are ready for seamless transition to operations.
  • Lead a small team of Programme Managers, Project Managers, and Business Analysts, and support the right tools for the job approach to achieve results.
  • Act as a proactive enabler for successful project delivery, applying proportional control measures to support high-impact outcomes.
  • Liaise with the Corporate Risk Management Group, ensuring risks are accurately assessed, reported, and mitigated.
  • Collaborate with stakeholders to streamline project governance, influence change, and ensure financial, quality, and risk controls are in place.
  • Provide strategic oversight on benefits tracking, advising on project adjustments to maximize positive outcomes.

What Were Looking For:

  • Strong background in project or program delivery, with hands-on experience in implementing change, especially within complex environments.
  • Evidence of resource planning for projects, with a demonstrated understanding of Agile and Waterfall methodologies.
  • Proactive risk management experience across complex programs, with an aptitude for problem-solving and influencing positive changes.
  • Ability to adapt and apply methodologies in a practical, real-world settingavoiding rigid textbook approaches.
  • Excellent written and verbal communication skills, with the ability to build relationships and collaborate effectively at all levels.
  • Experience leading and motivating a team in a complex, change-oriented environment.
  • Knowledge of GDPR, subsidy control, and public sector procurement regulations is desirable.
