The role involves conducting stock condition surveys across the council’s housing portfolio, ensuring accurate data collection and maintaining the stock database. The successful candidate will help assess the condition of properties, propose improvements, and support the council’s asset management strategy.Key Responsibilities:
  • Conduct stock condition surveys on rented housing properties, including flats, houses, and communal areas.
  • Record condition data using both manual and digital systems.
  • Ensure all property components have an assessed and recorded Next Inspection Year.
  • Identify health & safety risks and report any breaches to relevant colleagues.
  • Assess properties using the Housing Health & Safety Rating System (HHSRS).
  • Conduct Energy Performance Certificate (EPC) surveys where necessary.
  • Take and manage photographic records of properties and key components for the stock database.
  • Ensure routine repairs identified during surveys are escalated to relevant teams.
  • Work closely with Housing and Property Services staff to share survey findings and support asset planning.
  • Ensure compliance with Health & Safety regulations, including the use of PPE and safe working practices.
Essential Skills & Experience:
  • Strong knowledge of building surveying and property assessment.
  • Experience in conducting stock condition surveys and managing asset databases.
  • Understanding of building terms, component lifecycles, and maintenance planning.
  • Ability to multi-task and meet strict deadlines.
  • Proficiency in Microsoft Office and survey data collection software.
  • Strong communication skills, with the ability to explain technical information to non-specialists.
  • Full UK driving licence and access to a vehicle for site visits.
Desirable Qualifications & Experience:
  • Membership of a professional body in construction, facilities management, or maintenance.
  • HND or degree-level qualification in a construction-related field.
  • HHSRS accreditation (Housing Health & Safety Rating System).
  • Energy Performance Survey accreditation.
