Here at Hays, I am working with a public sector body based in Leeds City Centre on the recruitment of a Commercial & Contracts Manager. This is a full-time position that offers hybrid working and a competitive salary along with some great public sector benefits. You will be managing two members of staff and sitting within the Digital Services team. The purpose of this role will be to oversee all commercial and contractual activities for the function, ensuring alignment with the organisation's regulations and legal compliance for technology procurement. Key Responsibilities for this role:

  • Manage new technology procurement processes, including vendor selection, negotiation, and contract finalisation, to secure the best value and terms for the university.
  • Negotiate renewals and manage ongoing relationships with third-party vendor selection, negotiation, and contract finalisation, to secure the best value and terms of the university.
  • Ensure adherence to the UK Public Sector Procurement Act 2024 and the organisation's policies in all commercial activities.
  • Provide strategic direction and leadership to the Contract Manager and IT Procurement Assistant, ensuring effective contract management and procurement processes.
  • Establish and maintain strong relationships with key suppliers, stakeholders, and partners to support effective contract management and procurement.
  • Prepare and present reports on commercial activities, contract performance, and procurement outcomes to senior management and stakeholders.

Experience and qualifications required for this role:

  • Proven experience and evidence of UK Public Sector Procurement law.
  • Evidence of success in the provision of excellent commercial and contract management within an IT environment.
  • Proven ability to lead, manage, motivate and develop multidisciplinary teams to achieve shared goals.
  • Proven ability to manage and develop effective working relationships with a wide range of senior internal and external stakeholders and to negotiate with/manage third parties.
  • CIPS Level 4 would be desirable, or extensive experience and knowledge of working in a similar role in a complex organisation.
