Reed are supporting a Lancashire Council in their recruitment to a Category Manager position. In this role, you will oversee the end-to-end management of specific categories of goods and services. Utilising your public sector procurement experience, you will play a vital role in ensuring procurement processes and corporate contract management delivers value for money in compliance with public sector regulations.
Day-to-day of the role:- Procurement and Sourcing: Lead end-to-end procurement activities for assigned categories, including market analysis, tendering, supplier negotiation, and contract award. Ensure all procurement aligns with UK public sector regulations.
- Contract Management: Oversee corporate contracts to ensure suppliers meet agreed deliverables and performance standards while driving value for money. Implement continuous improvement and risk mitigation strategies in supplier performance.
- Supplier Relationship Management: Develop and maintain positive relationships with key suppliers to foster long-term partnerships that support the local authority's objectives and enhance service delivery.
- Budget Management and Cost Control: Collaborate with stakeholders to monitor budgets and ensure financial efficiency in procurement activities. Identify and implement cost-saving opportunities through effective sourcing strategies.
- Extensive experience in a procurement role within the local authority or public sector, with a deep understanding of public procurement frameworks, regulations, and procedures.
- Proven track record in managing corporate contracts, including supplier performance management, contract negotiation, and dispute resolution..
- Strong negotiation skills with the ability to secure best-value deals while maintaining positive supplier relationships.
- A thorough understanding of UK public procurement legislation and local authority procurement rules.
